  • Meet or exceed the regulations on occupational safety and health of the place of operation and comply with ISO 45001 and relevant international standards, aiming for zero incident. The company is committed to steady development while making safety a priority.
  • Set up prioritization and action plans, continue to promote safety and health management system and risk improvement processes to achieve and maintain world - class safety/health and risk management performance.
  • Use advanced safety and health technologies as well as risk and disaster rescue techniques to actively enhance all safety aspects in a pioneering manner.
  • Implement prevention management and auditing systems to ensure the safety of the work environment and operations, maintaining the physical and mental health of employees, contractors, customers as well as partners in the operation of the enterprise.
  • Through communication, consultation and participation in decision-making with staff or their representatives, make it a responsibility for personnel of all levels to exercise influence, eliminate hazard factors, prevent occurrence of accidents and work-related illnesses, and promote effective safety and health interactions through cooperation and sharing.
  • Continue conducting safety and health education and advocacy; encourage active participation in safety and health activities, allow for health and safety to be a habit and a way of life for all workers.

 

 

Fully Implement a Safety Culture to Enhance Individuals' Awareness

UMC has dedicated significant effort to promoting and developing its industrial safety and health activities. UMC also understands the importance of practicing and implementing industrial safety measures as a means to realize sustainable growth. As such, UMC not only invests in preventive equipment to conform to international standards, but also trains its employees on health and safety practices and instills the values of sustainable growth. Since 2005, following the lead of UMC's chairman, UMC has promoted the "Safety is my Responsibility" program to implement self - management and safety protection activities in each division with the goal of a zero-accident rate. UMC hopes to distinguish itself as the standard for practicing industrial safety and health activities.

 

 

Industrial Safety Management

After adopting international standards, UMC established and implemented its environmental, safety and health management system. In 2001, UMC had ISO 14001(International Organization for Standardization Series 14001, an ISO standard for environmental management) and OHSAS 18001(Occupational Health and Safety Assessment series 18001) certificates. In 2019, UMC had ISO 45001 (International Organization for Standardization Series 45001, an ISO standard for management systems of occupational health and safety) certificate. Both the management systems of ISO 14001 and ISO 45001 pass the annual audit by third party to maintain the validity.

In terms of internal safety management measures, since 1997, executive managers including the chairman, vice-chairman, presidents, vice-presidents, and fab directors have conducted semi-annual environmental safety and health inspections for each fab. The fabs not only report their achievements in safety and hygiene programs, but also review improvement measures and results. Through the participation of executive managers, better safety methods and systems can be adopted through discussion and introduced to each fab to help establish better safety and hygiene management.

For preventive equipment management, UMC's comprehensive equipment safety management measures require that UMC's vendors propose a third-party SEMI S2 evaluation report prior to equipment procurement to ensure all equipment meets safety requirements. When moving and positioning equipment in the fabs, UMC conducts many safety control programs, such as finding the best path for transport, mobile safety control and directional equipment unloading.

To ensure all equipment strictly complies with safety standards, UMC also conducts a three - stage equipment sign - off program for equipment installation. The first stage is to test if the equipment is functioning as designed. The second stage includes checking built-in fire control mechanisms and the completion of various protective equipment installation and labels. The final stage includes verifying the readiness of its standard operating procedure, the completion of the training programs for those who operate it, and if deficiencies found in the previous two stages have been corrected. Equipment will not be released unless it passes all three stages of the equipment sign-off program.

 

Safety Performance Indicators

UMC continues to promote various safety and hygiene management programs to prevent injuries and accidents during manufacturing processes and daily activities. Through periodical update, safety performance indicators can be used as the basis for continually achieving excellent safety performance.

 

Occupational Hazards

UMC cares about labor safety and hygiene, and uses computerized system for reporting and investigation of accidents/incidents. Accidents/incidents are reviewed monthly for root causes and preventive actions. There was no major accidents in 2022. The disabling frequency rate (FR) and the disabling severity rate (SR) were 0.42 and 4 respectively in 2022, and both were far below the average rate in Taiwan semiconductor industries.
